No, he doesn't - that's actually Sonic's sprite but recoloured. I'm pretty sure the ripper looked at Techokami's rip of the ending sprites that includes a similar looking sprite and assumed it's unused. It doesn't appear in the VRAM for the ending or with any of Tails' sprites in the CHR
