Sega of Japan thought when making this "let's get Arc System Works to recycle the Super Monaco GP engine a 3rd time, make something quick and put Sonic in it for sales". Except Sega of America decided not to bother because they thought exactly what we're all thinking of.

No joke, Arc System Works did work on this game. Before they were famous for Guilty Gear, they did a lot of outsourced stuff usually for Sega but also for Face, Pack in Video and Banpresto.
