MX is that you?
What I think happened is that Makon Soft took assets of Raccoon Mario and used them to make regular Super Mario instead.
Just for clarification: When Mario is invincible, he flashes between his regular palette and the item/overworld enemy palette. The ripped frames look weird without animation.

the bottom rows look like it was made in DOS.
