wow, why does this look 16 bit?

Why are these sprites from the game looks kinda corrupted?

From what I gathered, it's a demoscene technique to produce more colours. The palette changes very rapidly within the code and this is one example of what the game is doing. The kinda corrupted look (well "blocky") that WF4123 mentioned is a little side effect but something you wouldn't notice on a console. Just by this alone, you could tell that this game wasn't developed in Japan but rather in Europe. Europe is king regarding the demoscene and many impressive techniques that came from there are often used in games (you probably are aware of Jon Burton, there are many groups that became developers such as Zyrinx, Housemarque and even DICE. Yes, that DICE.).
This is not the only game that does this, the second title screen of AirForce Delta does something similar.
