pretty sure its a part of sky sanctuary just above angel island
To be fair, It's not like Angel Island is too far from the Mystic Ruins.
So this is the origin of Aerial Garden Zone's background from Sonic Robo Blast 2...

I always figured it was Marble Garden Zone; only more Marble and less Garden.
I'd say not. If you look at the background, it's more akin to the Mystic Ruins from Sonic Adventure. For the stage itself, it could just be an area of the island not previously explored in previous games, as per Chaos Angel in Advance 3, or something shifted in to add more mystery to the forest area early in Sonic 3.
Naming convention-wise, they did use Ice Cap for Sonic Adventure as well.
