That's still a bit complex, as that would imply that all of Shaggy's animation cels used as a basis for this whole sheet would've been well-preserved in times like these.
Alternatively they took a few pictures of his head and superimposed them over pieces of preexisting animation.....
If these are actually rendered from video of Matthew Lillard. He deserves praise of imitating Shaggy's trademark walk and run cycles.
