Dude, that thing looks awesome. I don't care what reasons it's not in the remake, I wish it was. That thing look super cool! It would be even cooler in the Bowser's Minions side quest too... Oh well, mechakoopas were a nice add too.

I think the real reason they were removed was because of the fact it has a full body instead of being a head with a chain, like the other Chomps.
Though, if you ask me, they could've just redesigned it without the body...

Even if they were the most obscure reference you could think of, they simply make for a great enemy design that deserves to be in the game.

There's actually a bit of irony with this: The goofy-faced Mechakoopa is actually more "expressive" than this little guy, but people complain that the remake took out all the "expressiveness."
I think a better term would be "uniqueness." It took away a bit of the uniqueness, while inexplicably faithfully keeping a lot at the same time.

Wind-up toys, much like slinkies, Mr. Potato Head, tin/wooden soldiers, and green army men, are simply iconic. Robot Dogs, while cool, haven't exactly gained that niche.
Just saying, back when this game was made, those were still a cool new thing. Now they're a cool older thing nobody remembers without prodding.
Also, they might have thought it would look too weird in a prerender style, which I thought as well until you proved me wrong on DA.
I might make this guy for a SMAS SMB3 style, I've been going for framey recently, and puppy needs lovies.

That's no reason to scrap such a cool enemy. You know what else is really dated? Wind-up toys. But Woohoo Hooniversity still has wind-up toy mice running around.

I think I know why they removed this for the remake, actually. The toy robot dogs they were a reference to are now EXTREMELY dated.
