Holy spaghetti... I was going to make a joke, but it's just too much, these are officially the ugliest sprites I've ever seen in my life...
i don't know what is worse between this, the prerelease Mario Kart Super Circuit "big head" sprites (especially the front facing ones...) or the Diddy Kong Pilot early character portraits from spaceworld 2001...

@DouglasTheGreatResource Actually the dev comes from Germany... Denaris is linked to Manfred Trenz (of Turrican fame) and is named after one of the games that he did. Denaris being the alt name of Katakis, a R-Type clone that got into some legal trouble with Activision who had European rights to the game on the C64 (Trenz himself ended up doing that game too after the original devs bailed out due to the intense crunch and the appalling working conditions, Activision locked them in a room with no contact of the outside world to get it done).
Also since it would have been in Germany, he would have showed this to Nintendo of Europe that had their headquarters there. It got rejected but... the dev ended up doing the GBA version of Crazy Frog Racer.
You probably got mixed up with Diddy Kong Racing Adventure by Climax that was indeed done by a British dev or Diddy Kong Pilot by Rare that did also have Mario at one point.

This was the very first Mario Kart sprite to be made by a British developer! This demo was never involved and never been created by Japan company Nintendo themselves! this was why the game got cancelled! It was only a demo and the only one that exist because its just a tech demo to show Nintendo America what kind of game this British dev want to work on with the company and they denied it by turning it down because they already know Nintendo Japan can create better looking Kart games than this butt ugly developer especially the dev done a butt ugly job on the Mario sprite LOL XD.
