I suppose. I've made "for future reference, so-and-so is not on this sheet" comments, but in most cases in which I do that I have the ability to rip them and would do so when I had time. Which makes the "future reference" comments useful for me too. But yeah, I see the large gap between those two examples.
By posting about how you're "waiting for these", that's implying that they're expecting somebody else to come by and rip those just because they commented about it. Which in turn makes it a request.
"Hey, this section's incomplete, someone should finish it up." That sorta thing. If that's not a request then I don't know what is.

Well....technically it's not request, he's just noting that it's incomplete, not asking anyone to finish. A technicality, but it seems to be the case.
