It feels like a cartboard bowser.
This is missing a ton of both frames and animations. Things like the walking animation and turning animation are missing a few frames. He's completely missing all animations to do with grabbing and throwing eggs, and his in shell animation.

This is pretty much 100% true.
Sprites from Topsy-Turvy for reference. They also cut down the animation frame counts because laziness, I guess. Then again, don't expect quality from Artoon...

That's just what they did: They rotoscoped Bowser from Yoshi's Universal Gravitation/Topsy-Turvy and made him more "2D"

Eugh, something about these sprites doesn't look very nice. It looks like they traced a 3D model but then added tons of contrast.
This seems to be drawn over his pre-rendered sprite in Yoshi's Topsy Turvy.
