Of course. DeSmuME has an integrated tile viewer which easily shows you tiles and palettes.

Is there any way to get tilesets off?
Not sure about characters, my preference are the backgrounds. It is possible to unpack the ROM with DSLazy, but all you get are DAT files. The best method I found to deal with them was TiledGGD 2.1.0, but I have problems with most of the files.
Nice to see some rips for this game , I always wondered why no one ever ripped from this game , will there be any character sprites ?
