This is the Red Kuros or Toll Knight seen at the end of most levels of Wizards & Warriors. I differentiated him from Kuros by making him wear similar, but be a shadow of some kind to show he was an evil copy that isn't perfect. He only has a text balloon and an idle animation, so this sheet is unfinished. He would have had an attack animation to knock you back if you got close and a number counter to go with his balloon. The text balloon would only appear when he knocked you back, meaning you would have had to take slight damage just to find out what it was that he needed from you to proceed.
