snivley but a green thing

This dude is a stand-in for Snively when Fleetway learned they weren't allowed to use him.
As for his species, one of the writers said something along the lines of probably a reptile of some sort, but definitely not an alien as is often assumed.

My biggest disappointment of Sonic the Comic now is that this guy never shivved Robotnik and got killed for his efforts.

@Dolphman I'm not so sure about that. Of course, they based on earlier creatures (and names), but Tolkien's orcs, as far as I can see, are pretty distinct from the old ones. Of course, YMMV whether they're distinct enough to be separate creatures (albeit based on older ones) or still essentially the same.
Contrast with elves (which I think are also based on their Norse/Germanic versions). "Tolkinesque" elves have been a thing since at least Lord Dunsany's "The King of Elfland's Daughter".
On that note, the not very Norse "Orlando Furioso" (which Tolkien also has read) has a monster called and "orc" too. Make of that what you will.

@Ton Well he does look like an orc for one thing. And LOTR was responsible for making orcs popular in fantasy media.
