sonic 3 doesnt have that good of sprites
this looks so much better then the other modgen sonic sprite in my opinion at least the other one has more sprites but still

It was decided back around 2011 that it would be much easier to release content gradually by going game by game. I'm not 100% sure how far that went after this one for Sonic, so it would be wrong for me to say X was reached when it wasn't.
I remember there being a much more expansive Mod Gen V2 Sonic sprite sheet. Why are we left with this dumbed down sheet that only has stuff from like Sonic 1?
I checked and the palette is quite similar to the sonic color in the comics

If you were given permission by the author, then yes, you can submit it, but YOU NEED TO GIVE CREDIT. Even with permission, submitting work without giving due credit is still theft. Though, preferably, it is advised you submit your own work.

@UltraEpicLeader100: It makes perfect sense -- YOU CAN NOT SUBMIT CUSTOM SPRITES THAT YOU DID NOT MAKE. That's called "sprite theft" and you can get banned for it.
This sprite sheet was finalized and agreed on to be uploaded by the team members, and has actually been up on the site for a while now.
