It stands for "Tales of the World". Tales of the World is a spin-off sub-series of the Tales franchise, mostly featuring crossovers of the characters from the main series.
Specifically, this sheet is based on "Tales of the World: Narikiri Dungeon 3"'s sprite style, which is very similar, if not exactly the same as, the style used in Tales of Eternia.
