Touma (Fang's designer) revealed that under his hat, Fang has two long tuffs of hair. Although his reveal was not done under Sega supervision, it was still subtly incorporated in the 30th anniversary IDW comic (which is supervised by Sega). Here's the picture of Touma's sketch, for reference:
