I know this is like a 3 year old discussion on the matter but the top palette would actually be the filtered one. The bottom one reflects Sega's archival assets and how (relatively) the palette data is represented on the Mega Drive. While the top palette is what may come out of some consoles and on your screen, with all sorts of console revisions, different chips, video outputs, stuff like that it can fluctuate. So I much prefer having sheets that use the colour ramp used by the mobile port and Sega's assets. It also makes it easier to import into ROM hacks and stuff, because again, it's how the palettes are actually stored in the data.

@MilesPrower88 the mobile port uses the palette filtered through the genesis. the top palette is the unfiltered one.
