@Techokami Ah, of course, the almighty Captain himself. That explains... quite a lot, actually.
Sonic 3's development was a massive nightmare. They lost a ton of time waiting for one of the hardware teams to finish developing an enhancement chip that turned out to not be as usable as they hoped, then got forced into a massive crunch by McDonald's and had to split the game in half. If you want to learn more, read the proto release article by Hidden Palace, as that covers the development hell in better detail.
@JonGandee Because they were on a time crunch when they made Sonic 3. The game was originally going to use S2 Sprites, so redesigning Tails was probably a low priority.
Why did Sega use the Sonic 2 sprites when they could have done something like this?
