Look into Flicky's eyes...
This is not sonic.exe. I think the reason Sonic's eyes are black in this sheet is because the SG-1000 is not as powerful as the Genesis/Mega Drive, Master System/Game Gear, or even the NES, in some ways I don't know.
Sonic looks cute, except his eyes.

He has black eyes because they would be transparent in an SG-1000 game, given sprites can only have 2 colors on them.
