i hope we get to see the official sprites for this one day

This enemy was most likely called Mander. At least, that's an internal name that's still referenced in the data. There was Zakomander (the most likely category for this variant, as it means Small Mander), Kingmander (likely an equivalent to Hooktail) and Honemander (equivalent to Bonetail).

@Kyezoar Really? I'm going to have to look into that, then.
@saidFayad5 Thank you!
@saidFayad5 Thank you!

This somehow manages to perfectly replicate the design from the screenshot, great job!

Kinda reminds me of the Unused Blarrg from Super Mario 64

@Doc von Schmeltwick My guess is someone on the staff really didn't like the character restriction and placed snake boy there in revolt.
@Peardian If this is going to be renamed, wouldn't it make more sense to deem it "Snake Enemy (Unused)"? Since the snake part jumps out more rather than the unused part.

I find it amusing that there's only a data-based screenshot of this thing. That's just so unusual a leftover.

The design is official, but the name "Slugyosh" is certainly not.

A screenshot of this guy was apparently found in the data for Sticker Star. https://tcrf.net/Paper_Mario:_Sticker_Star#Miscellaneous

What game is this from? I've never seen this guy before.
