Sure, it's nice and all but I think it would've made more sense to only include one of the characters if you were going to have them individually uploaded anyway.
Personally, it doesn't make sense to me to have Mario/Luigi bundled in a sprite sheet that's specifically for Luigi/Mario if he's not even supposed to be the main focus (even the icons are the same?). I know that you've done something slightly similar to this before, but I don't quite understand as it doesn't seem organized to me.
