Nope, this is EGA, but it does look really really odd, specially if looking upclose. Still, this was just a pitch to Nintendo, couldn't even be considered a prototype really, so it was probably done very very quickly, and it tried to copy an art-style they didn't know
EGA could do wayyy better than this, but this is really really good for what it is, and for how probably quick it was done!

@DaSpriter I'd say 16-color CGA, as it was more common.
Not bad for a port of Mario 3 to PC. It looks a bit odd, but you have to expect that with EGA (?) graphics.
