Actually, that's Mighty Angelo, the strongman flea who stars in the 1958 Chuck Jones short, To Itch His Own.
He's from Wabbit/New Looney Tunes.

@Tails7626 Eh, not really. As stated below, he was a blatant ripoff of the Pink Panther. From the design and the fact his schtick was about being cool by 60s standards. That era was the worst. Not to mention his final short (Also the last ever Looney Tunes short) had nothing but Native American stereotypes as "jokes".

Cool Cat and Col. Rimfire were such awful characters. Especially with how Cool Cat himself was a blatant ripoff of the Pink Panther. It's shocking MGM didn't sue.

Yeah, some of them were spontaneous choices, the plan is to have the main recurring Looney Tunes characters made

I like how Ralph is not just a palette swap of Wile E. Coyote's sprite (it's a minimal change with the eyes, but I like the attention to that detail).
