I love how somebody actually made a sprite of him in the LTTP style.
@MotorRoach In other words, yes. It's the latter.
Both are based off the cartoon Harkinian, who was in turn based off of the king from Adventure of Link's manual. They had white hair.
So, either the sprite artists for the game didn't look at the game's cutscenes, or King Harkinian was meant to have white hair from the start. I'm willing to believe it must have been the latter.
