@ValisEmma: Probably because the WW sprites are slightly bigger than the NES ones and therefore might not have fit within the...boxes? Frames? Cells? Of Mega Man's sheet. For both Mega Man and Bass, there are 16-bit versions of some of the skins, and I think that's good enough.
Also, I'm pretty sure some of the "unused content" here is unofficial; I know some people made their own custom skins and posted them on the Exploding Rabbit forums, and I swear the Geno and Sonic skins were custom. Might need further investigation.

@Vitalik Nerd we knew about a Vic Viper sheet being left in the game

In March of this year, Jay Pavlina himself revealed that he accidentally left unused graphics like Vic Viper and Jay himself regrets that he did not remove them from the game!

I wonder if someone has the skins that were never implemented in the game archived. there were a LOT of them on the pre-3.0 wiki.
