Also, I assume by "terrible fucking box art" you mean the weird humanoid bucktoothed thing, but that was only one variant.
iirc it was because the 7800 got shelved during a soft launch, and was then put back out a few years later to try and make some quick money. As such, they only had what was whipped up for launch and... that was it :|
It boggles me why Pac-Man never got onto the Atari 7800, especially since it kind of redeemed itself with the 800's version (albeit, terrible fucking box art)
