Maybe they were trying to make a rocksteady styled boss.
And they do appear in the game as recurring enemies. Making Juggernaut the boss version of them.
Maybe someone thought he was related to the Hellfire Knights, since they had the dome helmets too.
I never understood why the blood hell this guy needs to use a bazooka...
