I believe it's meant to be a caricature of the developer, but I don't believe for a second that the resemblance to Bert is accidental.

I've fixed the tile assembly by using the unused sprites left in Servbot's data in MvC2 as a reference point.

I don't know, but I'm pretty sure the Sesame Street characters are different in Japan, like they are in literally every other country.
