Or maybe they needed to convert the game from the Popeye franchise real quick and didn't care.
@Hans-Cuff Or, maybe it's the same reason Mario has blue hair and DK alternates between mahogany and bright orange. Anyways, the art depicts her as blond, which the "historical" graffiti in New Donk corroborates.
I always thought it was weird that Pauline was a redhead in this game, so I came up with a theory: Pauline was dressing up for a movie or concert. That's why she's wearing a ginger wig, but then Donkey Kong snatched her while she was on her way to the set/concert.
