Maybe Rare decided to change the boss in this stage, because rescuing Santa didn't really fit well to the Hardcore direction they were going for.

As for the boss himself. It was stated, that Toads were meant to mainly give the boot to defeat him.

I think Karnath was supposed to be the stage 4 boss, since that stage has no boss, I could be wrong though.

@Doc von Schmeltwick The second level is in a Christmas themed snow level with elf rats, snowmen and reindeer brutes. The original idea was to rescue Santa from this guy.
