Yep. The first Who Dares Wins had to be banned from sale because it ripped off Commando so much and Elite were having none of it considering that they had the official license of the game from Capcom, only the Commodore 64 version is known to exist and is pretty rare now for the original release.

So Alligata had to change enough just so they could sell the game such as the levels. The CPC version doesn't have scrolling unlike Commando but rather flip screen from one area to the next. Funnily enough, some people even prefer this game to Commando and that's considered a classic.
