Not a mistake at all; Treasure Island Dizzy, Fantasy World Dizzy and Magicland Dizzy all have the exact same Dizzy sprites stored in the same way. I think Dizzy: Prince of the Yolkfolk is also the same. Dizzy, Spellbound Dizzy and Crystal Kingdom Dizzy however have different sprites.
Besides it's not a copy, look at the first animation. That's the appear animation that's not in Treasure Island Dizzy.
It's just like say the Metal Slug or Mega Man series where the main character sprites are recycled from one game to the next.
